MOT: DVSA rules

A clear, dated breakdown of what the DVSA has confirmed for 2026, and what's been ruled out.

Nathan James · Updated 5 October 2026

TL;DR

The confirmed 2026 MOT changes target testers and fraud prevention, not what’s checked on your car: from 9 January, testers face tougher role restrictions and must photograph vehicles to combat “ghost MOTs.” A proposal to push the first MOT from 3 to 4 years was formally rejected: your first MOT is still due at 3 years, then annually.

**9 Jan 2026** tougher tester rules take effect

**3yr** first MOT age, unchanged

There’s a lot of vague, contradictory content online about MOT changes in 2026. Some of it is confirmed DVSA policy. Some of it is speculation that’s since been ruled out. Here’s the clear version.

**Rumour vs reality 2026**

| Claim | Status | What it means for you |
| --- | --- | --- |
| First MOT at 4 years | Ruled out | Still due at 3 years, then annually |
| Testers must photograph the vehicle | Confirmed from 9 Jan 2026 | Anti “ghost MOT” fraud; your test checklist unchanged |
| Tougher tester / AEP role bans | Confirmed from 9 Jan 2026 | Targets dishonest testers, not owners |
| Class 7 path for some electric vans | Confirmed from 1 Jun 2026 | Fleet / van owners only |
| Harsher emissions / ADAS MOT checks | Speculative | Not confirmed by DVSA |

## Confirmed: tougher rules for MOT testers, not for your test itself

From 9 January 2026, the DVSA applied tougher role restrictions for MOT testers and Authorised Examiner Principals, with any tester or AEP who receives a two-year or five-year disciplinary cessation for serious misconduct barred from holding any MOT-related role for that entire period. This is aimed at people running the tests, not at what your car is checked for.

## Confirmed: a crackdown on “ghost MOTs”

Ghost MOTs are fraudulent certificates issued without a vehicle ever being properly inspected: a dishonest tester records a pass without the car entering the test bay, which means vehicles that may be unsafe, such as ones with faulty brakes, worn tyres, or broken lights, can still be allowed on the road “legally.” To stop this, MOT testers are now required to take a photo of the vehicle and submit the details on the gov.uk website as part of a DVSA initiative to combat MOT fraud.

## Confirmed but niche: electric vans get an easier ride

From 1 June 2026, zero-emission vans weighing between 3.5 and 4.25 tonnes moved into the Class 7 MOT category instead of requiring heavy vehicle testing, meaning they can access the far larger Class 7 testing network and won’t need their first MOT until three years after registration instead of one year. Only relevant if you run an electric van fleet, but there’s almost no content on it yet.

## Ruled out: don’t believe this one

There had been serious discussion about pushing the first MOT back from three years to four, but that proposal was formally rejected following the Department for Transport’s MOT consultation, with ministers deciding the potential safety risks outweighed any savings for motorists. If you see a blog still claiming your first MOT is now due at 4 years, it’s outdated: the government has confirmed the basic MOT framework remains unchanged for 2026, your first MOT is still required after three years, followed by annual tests.

## Still speculative, not yet confirmed

There’s been discussion of emission tests becoming harsher ahead of the UK’s net-zero target, and speculation that vehicles with advanced driver-assistance systems (ADAS) may face further checks during MOT tests, but these are yet to be confirmed by the DVSA.

## Frequently asked questions

Has the first MOT age changed from 3 years to 4?

No. That proposal was considered and formally rejected. Your first MOT is still due at 3 years.

Why do MOT testers now take photos of your car?

It's part of a DVSA anti-fraud measure targeting “ghost MOTs”, fake passes issued without the car ever being properly inspected.

Are MOT checks getting stricter for what's tested?

Not yet, officially. The confirmed 2026 changes target testers and fraud prevention, not the list of things checked on your car, though emissions and ADAS checks are under discussion.

When did the new 2026 MOT photo rules start?

9 January 2026.

Do I need to do anything different as a driver for the 2026 MOT changes?

No. Confirmed changes target testers and fraud prevention, not the checklist on your car.

Has the MOT test itself got stricter in 2026?

Not in the confirmed 2026 package. Harsher emissions checks and extra ADAS checks have been discussed, but they are not confirmed by the DVSA. What is confirmed targets tester conduct and fraud prevention.
